LEGISLATIVE PROGRAMME NAVY AND MODERN WAR WASHINGTON. April 6 The Speaker of the House of Representatives, Mr. H. T. Rainey, to-day outlined to journalists the legislative programme for the remainder of the special session of Congress. He said no action would be taken on the silver currency proposals. He supported the move to have the Public Construction Bill include a naval building programme. Silver, said Mr. .Rainey, was getting to be an international question. Britain, France and the United States would have to decide upon it. In reference to the 230,000,000-dollar naval programme sponsored by Mr. F. M. Vinson, chairman of the Naval Committee 6f the House of Representatives, Mr. Rainey said the next war would be fought with poison gas, submarines and bombs dropping out of the skies from aeroplanes. " We might as well fight the next conflict with modern equipment," he declared.

" When is the next war coming? " the Speaker was asked.

" I hope it will not come," was Mr Rainey's reply.
