FRANCE AND WAR DEBT CONDITION FOR NEGOTIATIONS WASHINGTON, Dec. 27 Plans formulated by the United States Government are based on the insistence that France must meet her debt instalment obligation, payment of which was due on December 15, before there can be any now negotiations with that country. The Secretary of State, Mr. H. L. Stinison, made this clear to-day in an assertion to newspaper representatives in the course of an interview with regard to conversations which have taken place between the French Prime Minister, M. Paul Boncour, and the American Ambassador in Paris, Mr. W. E. Edge.
