FRANCHISE QUESTIONS
DECISIONS OF CONFERENCE
(Received November 24, G. 5 p.m.) British "Wireless RUGBY, Nov. 23 Franchise questions were further considtiod by the India Round-Table Conference to-day. In regard to the depressed electorate for the Federal Assembly the conferenco agreed to accept- the recommendation that a differential qualification of mere literacy be adopted. With the ordinary qualifications proposed for the general electorate of the Assembly this will enfranchise at least 2 per cent of the depressed class of the population, subject to a satisfactory solution of the question of small minorities. It was agreed that the British-Indian section of the Federal Upper House should be elected by the Provincial Legislative Councils by a single transferable vote.
