CHARGE BY JAPANESE
HATRED OF FOREIGNERS
GENEVA. Nov. 23 1 lie Japanese delegate to tho League of Nations, Mr. Matsuoka, at to-day's meeting of tho Council, vigorously accused China of anti-foreignism, and declared that hatred of foreigners ivas taught in Chinese nurseries and schools.
Tho Boxer spirit still animated politicians in China, said Mr. Matsuoka, and Japan feared that there might, be an outbreak within 10 or 15 years, worse than that, of 19CO.
The speaker denied the allegations that Japan aimed at tho conquest of Asia ami then of tiin South Sons. Tho Council decided that tho Lyttou Commission should meet to dccido whether, in tho light of tho speeches of tho delegates, they desired to modify their report.

Discussing the League of Nations and Manchuria, tho Times states that neither China nor Japan is blameless for the violent tarn of events. It ip impossible for the Council of tho League to pass upon 0110 or other party a sentence of guilty. Tho whole task of the League must he to regularise, in collaboration with the countries concerned, a position which has grown haphazard, and to gradually establish a system acceptablo to both sides, says tho Times. Such a solution is clearly stated in the Lvtton report. The Leaguo cannot retransforni by a stroke of tho pen tho republic of Manchuria into a Chinese province.
On the other hand it can and should refuso to recognise the State of Manchukuo, liecauso its existence conflicts with the findings of tho Lytton Commission, on the basis of which the League must find its solution.
The League must refuse to accept any settlement which does not meet the legitimate needs and wishes of the population.
