Sir, —If (ho Government's proposal is to placo all buildings, additions, etc.. under tho Public Works Department, then t.ho increase to tlio public will bo at the least 10 per cent. When building for any Government department the work proceeds in stages. Only certain work can bo dono between inspectors' visits Any building going on at present outside Napier and the cities is being dono at cheaper rates than ever before. The farmer wants a lot for his money in these clays and ho will resent any interference whatever. I{ it is to find work for tha department's engineers and the public to pa}', then nothing moro need bo written, but the department's engineers aro nearly all railway construction mon and not one of their clerks of work is an engineer.
