PROPOSED HIGHER RATES BRITAIN NOT FAVOURABLE (Received October '29, 12.55 a.m.) MADRID. Oct. 28 At the Telegraph Congress in Madrid to-day Britain refused to increase charges on fornign telegrams and telephone calls 40 per cent, by raising the rates from sterling to a gold basis. The British representatives laid stress on the fact that although the exchange value of the pound has depreciated its internal purchasing power is maintained. The delegates from Australia and New Zealand supported the British attitude.
