SPAIN'S BUDGET
BIGGEST IN ITS HISTORY INCOME TAX INNOVATION (Received October 16, 5.5. p.m.) MADRID, Oct. 15 'A Budget for £183,000,000, the biggest In Spain's history, was presented to the Cortes to-day. It introduces for the first time the principle of income tax from 1 to 7| per cent only upon incomes of £4OOO and upwards. It estimates for a deficit of £22,000,000, which will be covered by the issue of treasury notes. The expenditure on armaments is increased £BBO,OOO owing to modernisation under the Republic.
