THE CARDIGAN SEAT FREE TRADE LIBERAL WINS LONDON. Sept. 23 The by-election for the Cardigan seat in the House of Commons necessitated by the sitting member, Mr. R. Hopkin Morris, being appointed a magistrate, resulted as follows: —

At the last general election the poll for the Cardigan seat resulted as follows :--R.-< H. Morris (Liberal), 20,113; J. Lloyd Jones (Labour), 6361.
