BRITISH CABINET 1 RESIGNATIONS LIKELY (LORD SNOWDEN'S LEAD LIBERALS' DILEMMA PREMIER'S VAIN PLEA 33y Telegraph—Press Association—Copyright (Received September 23. 5.35 p.m.) LONDON, Sept. 23 The Daily Herald states that Viscount finowden, Lord Privy Seal, has decided to resign from the Cabinet. This really forced the hands of the Home Secretary, Sir Herbert Samuel, and his Liberal colleagues find against their own inclinations led to their decision to follow Lord Snowden's example. The Herald says the resignations will be sent to His Majesty after the meeting of the Cabinet next week. The Prime Minister, Mr. Mac Donald, t;sed all his influence to dissuade the Liberals from resigning, but when he found Lord Snowden was obdurate lie accepted the position. Already Mr. Mac Donald is considering a reshuffling of the Ministry. He will use his utmost endeavours to fill the vacancies vrith other Liberals and National Labour representatives in order to retain the cational character of the Government. Viscount Hailsham, Secretary of State for War, on his arrival from Canada, said it would be regrettable if the Liberals resigned while there was still much valuable work for the National Government to do. Every political party was represented at the Ottawa Conference, the decisions of which could be supported by every patriotic citizen. Lord Hailsham stated that he and Sir Philip Cunliffe-Lister, Colonial Secretary, had found universal enthusiasm for the Ottawa agreements throughout Canada. Prior td the Daily Herald's announcement the Sun had stated that the crux of the differences in the Cabinet which threatened a crisis was the intention of the liberals to resign unless the Ottawa agreements were modified. That would entail Britain directly appealing to the Dominions to agree to a revision.
