SPECIALISATION CONDEMNED MANY ABUSES ALLEGED LONDON, Sept. 4 The International Rugby Board has issued a circular to players and referees, in order to retain the spirit and traditions of Rugby, which, it says, are menaced by the non-observance of the principles of the game. The board condemns over-specialisation of the scrummage, which, it says, is leading to serious deterioration of forwards' play, fixed formation having caused many abuses. British forward play has deteriorated since the introduction of fixed formations, causing exaspei'ating delays and creating much scheming in scrummages. The circular criticises referees for failing to penalise scrummage irregularities, and states that players must be ordered off the field for persistent offences.
