CANADIAN VISIT ENDS INTERVIEWS AVOIDED (Received September 4, 5.5 p.m.) MONTREAL, Sept. 3 Mr. Montagu Norman, Governor of the Bank of England, sailed for England by the Duchess of Bedford. He boarded the vessel in his usual secretive manner yesterday three hours before she sailed.
