The members, except in regard to a few minor details, unanimously endorse the report. This has not been communicated to China or Japan, but sealed copies will bo delivered to them Ao be opened simultaneously with the release of tho report at Geneva. The Earl of Lytton and his colleagues will return to Europe immediately. Actually the Japanese press is displaying little interest in Mancliurian banditry, although it is most troublesome. In every part of Manchuria towns are being attacked, people kidnapped and trains derailed and looted. High millet crops afford ideal cover for snipers.
