LEYS INSTITUTE.
SYSTEMS OF GOVERNMENT. AN INTERESTING DEBATE. A survey of ancient, medieval and modern government systems was made in a discussion on tho question of whether democracy had proved a failure, at a meeting of the Leys Institute Literary and Debating Union on Thursday evening. Mr. T. Kay presided. The. results of government under oligarchy, monarchy, bureaucracy, and modern movements embracing systems such as those of Italy and Russia, were traced, and their benefits or disadvantages defined. Speakers who took part in the discussion were Messrs. N. Hunt, T. Whitaker, G. C. Grant, J. G. Hamilton, T. Casley, K. L. Slyfield, J. G. Hamilton, A. Clarke and J. G. Ivennerley. The Leys Union selector announced the representative team to meet the Workers' Educational Association in the Atheneum Cup contest as Messrs. G. C. Grant, K. L. Slyfield and J. C. Black. In this debate the Leys team will take the negative in discussing the subject "That there should be no restriction on freedom of speech."
