• SITUATION IN INDIA. EFFECT OF FIRM HAND. CIVIL DISOBEDIENCE CEASING. By Telegraph—Press Association—Copyright. (Received February 21,, 5.5 p.m.) CALCUTTA, Feb. 20. ' The situation in India is gradually improving. There are indications that tho civil disobedience movement is collapsing. More Indians are rallying to the support of the Government, which is hastening the preliminaries to the formation of a new constitution. At tho end of January the convictions for civil disobedience totalled 12,000. In addition there were 3000 arrests under tho new emergency powers and regulations. Many of those arrested were subsequently released on giving pledges not to participate in anti-Government movements.
