APPEAL TO JAPAN.
DELAY IN HOSTILITIES. M. BONCOUR'S DRAMATIC MOVE. (Received February 21. 5.5 p.m.) .GENEVA, Feb. 20. A dramatic appeal to Japan was made by M. Boncour at the meeting of the Council of the League o« Nations. " Before the ground is red with blood and strewn with dead," said M. Boncour to the Japanese delegate, "will" you render this service to the League—to obtain a delay in hostilities in order to enable a further conference between the parties and the representatives bf the foreign Powers to be held ? Otherwise we shall face the tragic situation that while we are talking a big battle will lie begun." The Japanese spokesman said he would bo able to appeal to Tokio provided that the appeal was also pressed upon China.
