FOUR CHARTERS PROPOSAL.
ENGLISH PFIOFESSOR'S VIEWS
In reply to a request for an opinion from a resident in Christchurch upon the "Four Universities" proposal, tho principal of one of the provincial university colleges in Eng and writes as follows: "I do not know what view the Privy Council or their expert advisers, the University Grants Committee, would take with regard to a charter for a Dominion institution, but I am perfectly satisfied that they would not grant one to an institution of the same size as any of the New Zealand colleges if it were in this country. In thsir own case I d(? not expect them to grant a charter for a considerable time yet, nor do I think it would be wise of them to do so. "I know the Privy Council's mind, however, pretty well. They feel that they gave a charter somewhat prematurely to both Sheffield and Heading, and they will not want to repeat their mistake as it appoars to them. Some of the points to which they would attach special notice are:— (1) An adequate endowment and annual revenue o:: certainly not less than £150,000. (2) A decent constitution providing for representation of local bodies and industries over the whole area which tho institution serves. (3) A large number of degree aiudente. (4) A highly qualified staff with some names at least of distinction. (5) A good library, and an allocation of at least £200) a year to it, with an adequate ftaff. (G) A considerable volume of publications. (7) Allowance for scholarships, fellowships, hostels, plnying fields, etc. "This college is still under standard as regards endowment, revenue, number of students, staff and library, so what can you expect fo* one of your Now Zealand university colleges?"
