DARTMOOR MUTINY.

COMMISSIONER'S REPORT. CRITICISM OF THE GOVERNOR. / (Received February 7, 11.5 p.m.') LONDON, Feb. 7. The report of Mr. Herbert du Pare, K.C., who was appointed Commissioner to inquire into the recent mutiny in Dartmoor prison, has been completed. It 6avs: — " The gaol is not suitable for prisoners of the dangerous modern type. There is real danger 3 of them attempting to escape in concert with associates outside. " The prisoners had no substantial grievance against the administration of the governor, Mr. Roberts, who was zealous and conscientious, but not of sufficiently strong character. Otherwise lie might have been able to quell the growing disorder by the force of his personality. " Prior to the mutiny prisoners had made skeleton keys, and also they possessed other articles invaluable, for

escape. " A suspicion exists that one or more members of the staff was guilty of offences which contributed to tho disorder. The report states that seven prisoners were, .shot and 23 injured with batons. Two were hurt by fellow-prisoners, aiid there were nine cases of minor injuries. Four officers were incapacitated and 20 less seriously hurt remain on duty.
