ANOTHER APPOINTMENT. (Received February 5, 5.5 p.m.) WASHINGTON. Feb. 4. Mr. Arthur A. liallantino, AssistantSecretary to the Treasury, is to succeed Mr. Ogdeti Mills as Under-Secretary when Mr. Mills replaces Mr. A. W. Mellon as Secretary.
