POSITION IN AMERICA. APPEAL BY THE PRESIDENT. (Keceired February 4. 3.5 p.as.> WASHINGTON. Feb. 3. Hit' President, Mr. Hoover, appealed to the people of the United Slates to-day to stop boarding money. He estimated that a total of £250.000.000, which normally would be in the banks, bad been withdrawn and stored away.
