NOVEL PROPOSAL.
NON-STOP WORKING DAY. FRENCH SENATOR'S SCHEME. (Received February 4. 5.5 p.m-'i PAEI3. Feb. 3. M. Goirand, in addressing the Senate, proposed a universal non-stop working day from 10 a.m. till 4 or 5 p.m., omitting the luncheon break. He said this •would save time and the cost of travelling and would result in economies t "tailing £160,000.000 a year.
