The Japanese forces reached the outskirts of Harbin, Manchuria, last night, upon which the commander decided to enter the city this morning. Mr. Karakhan. Soviet Foreign Minister, has notified the Japanese representatives at Harbin that should the Japanese occupy the city the Soviet would not be able to view •with equanimity such a move, which must evoke a strong protest.
