SERVICES TO LABOUR.
TRIBUTE: TO MR. MacDONALD. REPORT TO CONFERENCE. LONDON'. Sept. 25. I'he sudden change of Government has largely nullified the national executive's report for the Labour Party's conference at Scarboiough on October 5. It is disclosed that five members dissented from Mr. Henderson's appointment as tho party leader. The report pays a tribute to Mr. MacDonald's services to Labour and regrets his separation from the party. It adds: " But a high sense of duty to the unfortunate section of the nation, the unemployed, whose welfare has e\er been the special care of the Labour movement, gave the party no option but to oppose The policy of the new Government, no maiter by whom it was led or supported." Unless fresh means of raising money are devised an increasing number of candidates must refrain from contesting by-elections. It is therefore suggested that the by-election fund be placed on a cotilpu.sory basis.
