PROHIBITION LAW.
PLEBISCITE ON REPEAL. AMERICAN LEGION'S PROPOSAL. NEW YORK, Sept. 24. A message from Detroit says the convention of the American Legion by an overwhelming majority to-day voted to ask Congress to submit the question of the repeal or modification of the prohibition laws to the States, with a request that each State should submit the issue to its voters.
