DEMAND FOR PROTECTION. INTER-EMPIRE TRADE PLEA. LONDON, Sept. 16. The Federation of British Industries has issued a manifesto calling for an immediate emorgeney tariff and thereafter tho establishment of a fiscal system combining protection of industry and agriculture with the widest possible development of inter-Empire trade.
