KAIPARA RIVER DISTRICT.
SUGGESTED IMPROVEMENTS. NO RECOMMENDATION MADE. [from our own correspondent.] HELENSVILLE, Monday. The commission of inquiry which recently considered the request that certain areas be included in the Kaipara River district has made its report. The petitioners emphasised the necessity for generally improving the Kaipara River bed in order to lower the general water level and prevent the flooding of land and mads, and to eliminate swamps and increase production and revenue. The commissioners. Messrs. 0. N. Campbell (chairman). A. W. A. Sweetman and F. S. Dyson, considered that the area that would receive direct benefits from a river improvement scheme would be infinitesimal as compared with the area which it was suggested should be added to the district. Flood damage to roads was not of serious moment, and could be overcome without great cost and without any river improvement scheme. In view of these facts they considered that no appreciable benefit from any river works would accrue to the hilly lands except, perhaps, to those areas immediately adjoining and worked in conjunction with the lands now subject to flooding. As the areas that would benefit from a river improvement scheme were so limited in extent, as compared with the area described in the petition, and in the absence of any estimates as to cost or possible benefits, they did not. feel that they could make any recommendation for extending the area. The Commissioners therefore recommended that the petition be not granted.
