The Acting-Secretary of State, Mr. W. R. Castle, has expressed opposition to the movement, attributed to France, to postpone the General Disarmament Conference, which is to meet at Geneva next February. Mr. Castle said the American Government would strongly express its views on the matter, feeling that a reduction in the expenditures 6n armaments at this time was one of the most important questions before the world. The postponement of the conference would have a bad psychological effect on the peoples of the world, who had been led to believe that something substantial would be done at Geneva.
