POOR HARVEST EXPECTED. WHEAT WANTED IN COUNTRY. BERLIN, August IG. Stalin, in a speech which has not been published, the purport of which is known only to the inner circles, announced that the entire rationing system would be abolished early in 1932, when the bread cards will be withdrawn.
