NAVAL ACCORD IN DANGER.
FRANCE AND ITALY. REPLACEMENT DIFFICULTY. TREATY DRAFTERS DISAGREE. By Telegraph—Press Association—Copyright. (Received April G, 7.25 p.m.) LONDON, April G. The Morning Post's Paris correspondent says the Franco-Italian naval accord is in serious danger over the question of the replacement of obsolete ships. This was purposely kept in the background during tho negotiations with Italy carried out recently by tho British Foreign Secretary, Mr. Arthur Henderson, in the liopo that it would bo regarded as a secondary point which could be settled when tho drafting of tho text was in hand. Mr. Henderson thus secured Italy's adherence to tho treaty though tho discrepancy remained. • Now it is revealed that tho difference is about 70,000 tons short of tho agreement, this being roughly tho amount of French replacements. Tho French delegates say their claim was communicated to Mr. Henderson and they believe the Italians accepted it. On tho other hand the Italian drafters say they have only just heard of the point for tho first time.
