TURKEY AND THE SOVIET.
CONSTRUCTION OF WARSHIPS. CONSTANTINOPLE. Mnrch 9. The Turkish Foreign Minister, Dr. Tewfik Roucluli Bey, and the Russian Ambassador, M. J. Z. Souritch, have signed a protocol providing that neither country shall construct war vessels until it is intended to reinforce the naval squadrons in the Black Sea and the adjoining waters, or without informing the other country six months in advance..
