SURROUNDING THE REBELS. OPERATIONS BY TROOPS. (Received January 1. 5.5 p.m.) DELHI. Deo. 31. Troops and police are blocking and guarding the main passes from I'ega to Yoma, with the object of surrounding tho Burmese rebels and compelling thein to surrender, or to pen them in tho jungle, where food and water are scarce. The rebel casualties are at present estimated at 175 dead and 75 wounded. The Government forces lost two dead and six wounded.
