LONDON, Dec. 29. The Empire Industries Association's New Year message says a less hopeful outlook regarding unemployment is foreshadowed in the absence of a policy to equalise Britain's competition in the world markets, and deplores the failure of the Imperial Conference to awaken the British Government to a full sense of the vast opportunity presented for reciprocal and preferential understanding on a carefully considered basis with the Dominions, India and the colonies.
