THIS YEAR'S PROGRAMME. n LARGE VOTES FOR BUILDING. WASHINGTON. Dec. 4. Tho President, Mr. Hoover, in his Budget allotted to tho Navy Department only £5,660,000 for construction in 1932 (a reduction of £5,702,400 compared with the vote for the current fiscal year), but it is stated that he has tacitly approved a separate vote of £24,000,000 for a naval construction programme to be submitted to Congress this session*
