INCIDENCE OF TAXATION.
Sir, —Thirty, years ago I had the opportunity of watching, in South Africa; the methods adopted by the nigger transport drivers toward their mules, when a special effort was remiiml. Did they ply their whips on the hacks of the shirkers, which in some cases were doing little more than tighten the truces? N'o ! the drivers were afraid that if they did the lazy ones would turn it up altogether, and the little help they wore giving would be lost. So they flogged the willing ones to see if they could possibly get tmother pound out of them. Substitute pojnd sterling for pound avoirdupois, and we have a very good parallel, or parable, for the state of things m New Zealand to-day. Walter s£avill.
