Sir.—ln your leading articlo of Tuesday on "Threats of War," it is stated that (hero arc "25,000,000 people living in Europe under minority rule, precluded from using their own language and from employing teachers of their own nationality." Actually some 20,000,000 of these are covered by minority treaties under the supervision of the League of Nations. By these treaties, which cover Estonia, Latvia, Lithuania, Poland, Czecho-Slovakia, Vugoslavia, Austria, Hungary, Rumania, Albania, Bulgaria, Greece and Turkey, minorities arc definitely guaranteed the full use of their language for both private and public purposes, as well as special educational facilities for "the education of their children. To improve the supervision of the minorities question, which has not been satisfactory, it has been suggested in various quarters that an expert committee, similar to the Permanent Mandates Commission, should be set up to advise the Council of the League of Nations.
