After unveiling Mr. James Quinn's portrait of the late > Mr. Joseph Chamberlain at the League of Empire's headquarters, his son, Sir Austen Chamberlain, said Empire fiscal questions were just ns vital to-day as when his father propounded them. Speechifying and flagwaving were insufficient to keep the Empire together in these days of stress.
