IMPERIAL CONFERENCE.
MR. GRAHAM'S COMMITTEE QUOTA SYSTEM AND WHEAT. (Received November 7, 5.25 p.m.) British Wireless. RUGBY, Nov. t>. The heads of the delegations to the Imperial Conference will consider next week the report of the Economic Co-operation Committee, over which the President of the Board of Trade, Air. W. Graham, presided, upon the application of the quota system to Empire wheat. The object ot the quota is to secure that a guaranteed, and if possible increasing, proportion of the total quantity of wheat milled in the United Kingdom should be of Empire origin. Tlio report of the committee is the result of a preliminary examination of the scheme in its technical aspects. Of the milling wheat and flour imported into the United Kingdom about 49 per cent, is ot Empire origin. The scheme was examined in the light of a quota for the wholo ol the Empire and the possibility of special quotas for different parts of the Empire was ruled out as being administratively impracticable. The question of a guaranteed prico was not raised. The scheme was examined as a method of securing to the Empire a guaranteed share at world prices. The committee concluded that if this method were adopted there would be 110 insurmountable difficulties in the way of its working.
DISCUSSION IN CANADA, LITTLE ENTHUSIASM AROUSED. WINNIPEG. Nov. G. Tho endorsement by the Imperial Conference Committee of tho quota plan for tho purchase of wheat aroused little enthusiasm at the Wheat Pool Convention. Several of tho leading delegates said the scheme had been laid before them months ago by an official of tho British Marketing Board. No benefits to Canadian wheatgrowers could bo seen in it.
