PEACE IN SAMOA.
NEW ZEALAND'S MANDATE. SIR T. WILFORD'S REVIEW. (Received November 7, 5.5 p.m.) GENEVA. Nov. 6. The High Commissioner for New Zealand, Sir Thomas Wilford, to-day addressed the Mandates Commission. Ho reviewed the position in Western Samoa, stating that no further disturbances were expected and the pacification of the territory seemed to be general. Tho administration hoped to arrange for a legislative council to includo natives. The commission will continue its sitting to-morrow.
