Higgins, head of the Solvation Army, who recently returned from South Africa, announces thai 42 commissioners from all parts of tho world will meet on November 10 to discuss proposed important constitutional changes in tho organisation. These include the curtailment of tho General's personal powers and a general move from autocracy to constitutional government. General Higgins gives a pledgo that a proper trustee company instead of tho General shall hold the army's British property, capital and assets, that an electoral body shall chooso the future General, and that tho ago of retirement of the present General shall be fixed.
