SIX YEARS' PROGRAMME. LARGE ARMOURED CRUISERS. MANY SMALLER VESSELS. ITEMS ON THE ESTIMATES. By Telegraph—Press Association—Copyright. (Received November 4, 5-5 p.m.) BERLIN, Nov. 3. The Reichsrat will consider tho 1931 Budget to-morrow, Tho defence estimates allow for about £1,735,000 in excess of tho 1930 vote for ship construction and armament, including tho first instalment of £541,500 for tho armoured cruiser Ersatz Lothringeri, to bo completed in 1934. Tho cost of the Ersatz Preussei), to bo completed in 1932, will be £3,750,000; of the Ersatz Braunschweig, 1935, £3,650,000; and of tho Ersatz Leipzig, £2,100,000. The next six years' programme includes tho Psatzelsass, to bo laid down in 1936; four destroyers, five torpedo boats, fivo coastal vessels, two artillery training and six mine-sweeping vessels and others of a smaller type, absorbing £2,500,000.
