WHEAT FROM RUSSIA.
COMMENT BY THE TIMES. WHY MONEY IS NEEDED. Times Cable. LONDvTT, Sept. 24. Tho Times comments upon the Baltic Exchange reports that numerous ships nave been chartered for tho Russian grain trade. It attributes the Soviet's anxiety to swell its exports to the enormous cost of carrying out the five-year plan for tho industrialisation of Russia. The only way of finding the necessary money, remarks the paper, is by exporting the very things for which Russians are starving.
