HATS TO "TIP."
There are all sorts of rumours that hat fashions may very shortly take a different line and 'be perched once again on the head tipping over the eyes. Possibly this scare starts because ,one or two quaint " Watteau " shapes have appeared, states a Londoner, with ribbon streamers and tho back bandeaux, wreathed in flowers and fruit. But the curls and chignons must bo largely augmented before such startling changes can make headway.
