Sir, —In answer to Mr.- Frank Reed I should like to state that Mr. Holrtms' opinions have already been published and freely discussed, so that theie is no need : for 1110 to re-open this . matter beyond saving that, although the reason for the present displacement has not yet been established, there is no evidence as yet that Hhe factors anticipated by Mr. Holmes have been effective. Although it ( is easy to be wise after an event, I venture to doubt if Mr. Reed or any other fair-minded engineer conversant with thn full facts of the situation would assert, that he could have given reasons in advance for the present failure. Generalised condemnation is of no avail in such a matter; specific criticism alone is valid. Many of the questions raised by Mr. Reed are questions of policy with which I have no concern. I have, however, had exceptional opportunity of observing all phases of the undertaking at Arapuni and I cannot personally in any way modify the opinion I expressed in my earlier letter. J. A.
