Home and oversea archbishops and bishops and members of the Church of England Empire Settlement Conference * discussed the best methods by which 10,000 Australian, New Zealand and Canadian parishes could work with 15,000 home parishes in encouraging migration. - The Bishop of London, Dr. Winnington Ingram, emphasised the . difficulty of the situation by quoting the experiences of two relatives of his in Australia, where after considerable expenditure, and after working from morn until night for three years, a drought precluded their success. There were other disappointing features in Australia, where the Labour Party was strongly opposed to migration. A better atmosphere prevailed in New Zealand, but many British settlors were disheartened by their reception even there. Empire settlement should not bo regarded as a cure |pr unemployment but from the point of View of settling the Empire with British blood. 5 Mr. G. C. Whiskard, of the Overseas Department, stated that £BOO,OOO had been spent on migration in the current year, but migrants must' be assets, and changed from consumers into producers. Earl Jellicoe said 40 out of 47 families sent out by the British Legion had succeeded. The Imperial Conference should organise larger development schemes for Brit&in's surplus workers. On the motion of the Bishop of Toronto, seconded by the Primate of New Zealand, Dr. A. W. Av'erill, it was resolved to reaffirm, as an essential part of the work of the Church, British and Dominion co-operation with statutory and voluntary bodies for oversea settlement, and to offer the services of their dioceses for that purpose.
