SHIPPING LOADLINE.

FOREIGN ZONE PROPOSALS. NEW ZEALAND AFFECTED. LONDON, June 26. The Australian and New Zealand delegates at thja International Loadline Conference are -perturbed because the! foreign delegates of the zone committee are desirous of placing sections of the Australian and New Zealand coasts'within the summer and winter zones, which would cause confusion throughout Australian and New Zealand shipping and result in great losses in those parts within the winter zone. Australia is safeguarded even if the conference bv it 3 constitution provides for the enforcement of a separate Shipping Act, but New Zealand will be obliged to concur if Britain agrees, because she is. unable to pass a separate Shipping Act without the Imperial Parliament's consent. Thus far it is understood that the British delegates favour the foreigners' proposals. Therefore, the New Zealand and Australian delegates are upholding the zone committee and hoping to obtain. ;i reconsideration of the zoning proposals before their submission to the general, committee for final ratification. The original proposals for the conference provided that, no ship leaving any country below 33 degrees latitude south, between the months of May and October was to load below the winter load line. At present ships may leave New Zealand at any time loaded to the ordinary load line. " No particulars are available ia Auckland as to the zones proposed.
