EVE OF CONFERENCE.
MATTERS FOR DISCUSSION.
Brifiah Wireless. RUGBY. Juno 22. Tho Colonial Governors' Conferenco is to be opened at the Colonial Offico tomorrow by Lord Passfield, Secretary of .State for tho Colonies. Tho conference is being held in accordance with a suggestion mado at tho first conference in 1927 that such gatherings should bo held at intervals of threo years for tho consideration of questions of importance to tho colonies. Nearly the whole of Britain's colonial territory, which has an approximate area of 2,000,000 square miles and supports a population of about 50,000,000, lies within tho tropics. Administratively, financially, and legislatively each colony is self-contained and there is wide diversity of race, language, resources and need. But they have a common interest in certain services, such as medical, agricultural, and public works, regarding which the periodical exchange of views is regarded as valuable. The conference is expected to sifc for about threo weeks, and there will bo three main subjects for discussion, namely: Colonial development, with special reference to tho working and application of tho Colonial Development Fund; the administration of tho scientific and technical services, and the problems of colonial administration in general.
