IMPERIAL CONFERENCE.
CONSTITUTION DISCUSSED. NON-PARTY LINES URGED. LONDON. June 22. In an editorial article the Observer says it hopes Mr. J. H. Thomas, Secretary of State for tho Dominions, will try to raise tho Imperial Conference entirely above party, either at home or overseas. There must be full and free discussion, not excluding any question. The views of all parties should be heard, says the article, and tho various Parliamentary Oppositions ought to be represented in order that tho conference may meet as an unprejudiced Council of State for the whole Empire.
