It explains that the total annual receipts of the United Kingdom comprise:— (1) The share which the United Kingdom is entitled to receive out of the German annuities as prescribed in the experls' report. Tho plan did nob fix tho exact amount of tho United Kingdom's share, but only fixed the annuities payable to the British Empire as a whole. However, it was understood that tho intention of tho experts was to provide for tho United Kingdom, during a period of 5b years, precisely the annual amount required to make up with lior receipts from iutcr-Allied debts, her war debt payments to tho United States and to provide an average sum of £2,600,000 during a period of 37 years for tho rest of tho British Empire,' that sum representing approximately tho full .share which tho rest of the Empire would have received on an average if tho German annuities in tho first 36 years had been distributed in accordanco with the existing percentages. It has been agreed that tho British Empire's share shall bo divided between tho United Kingdom and tho rest of tho Empiro on that basis. Tho resulting annuities payable to the United Kingdom have been communicated to tho Bank for International Settlements. Thoso receipts roprosonl only payments specifically provided for in tho experts' report. (3) There aro annuities payable for 37 years to the United Kingdom by France, Belgium and Italy. Under tho Haguo protocol of August 31, 1929, (hose annuities wero offered by other creditor Governments as a partial means of compensating Britain for tho difference between the receipts to which she was entitled under the new plan and tho amount which she should havo received if the totyl German payments had been distributed in accordance with the percentages previously in force.
