The Daily Herald says it understands that Italy is willing to sign immediately a treaty of arbitration and conciliation with France, 1 and even to modify her parity claim for the sake of a general reduction of naval armaments. The paper remarks: We await the French response. A message from Paris says the evening newspapers in the French capital blame everyone but France for the crisis at the Naval Conference. Le Temps says the responsibility rests upon those who refuse to give every nation a guarantee of real security. La Liberte declares the British and American attitude toward security is a negation of all the peace pacts. After this, it says, Locarno will be enfeebled and the League of Nations will become a mere castle in the air. " The England of Mac Donald no longer speaks of the entente cordiale," says La Liberie. "It is now everyone for himself and this within three months of the retirement of our troops from Mayence under tho Young plan, giving Germany her liberty. " The only thing to do now is to defend ourselves by other means than those which the English-speaking peoples have rejected. Who now will • dare to talk of disarmament?"
