Sweeping decisions were made showing that General Berenguer is determined to re-establish the Constitution in every particular. Five university professors who opposed the Dictatorship, . including a famous philologist, Professor Unamuno, at present in exile, will be reinstated. General Primo do Rivera received a firm reminder that soldiers on the active list must not meddle in politics. A second, representing the Duke of Almodovar, has communicated with General do Rivera and demanded reparation by arms for insults offered to his principal six years ago.

A North American Newspaper Alliance copyright' message says General Damasco Berenguer, the new Prime Minister of Spain, in setting out his political programme, paid a tribute to the ex-Prime Minister, General Primo de Rivera. He went on to sav:—

A dictatorship indefinitely prolonged is useless for anything. It is impossible to return to autocracy and is fundamentally necessary to re-establish liberty and to hold elections, the date of which I cannot indicate at present. I am a constitutionalist and I intend to return to tho Constitution of 1876.

Wo will re-establish the Foreign Ministry which was suppressed by General de Rivera and extend its importance. We shall scrupulously respect all international agreements.
