(Received January 16, 5.5 p.m.) LONDON, Jan. 15. The Court of Apppal dismissed the appoal by the Civilian War Claimants' Association which sought to reverse Mr. Justice Wright's decision refusing it permission to amend the petition of right in connection with its claims for £1,500,000 compensation for damage done hy Germany in the war, on behalf of 25 civilian persons. This was a part of the total claims for £54,000,000 against the German reparation payments. This was a test case in the form of a petition of right, in which the Civilian War Claimants' Association sought compensation out of the German reparation payments for injury and loss due to German attacks, notably the bombardment of Scarborough, Whitby and Hartlepool, when 100 civilians were killed and 500 injured.
